Editor: Add __experimentalSkipSerialization support to shadow.
Checks if `__experimentalSkipSerialization` is set and returns early from `wp_apply_shadow_support` if so. Props colind, madhudollu, aaronrobertshaw, vcanales, isabel_brison, swissspidy, youknowriad.
