Administration: Capitalize "Edit Site" strings for consistency.
This changeset brings more consistency by capitalizing the "Edit Site" strings located in the Toolbar and on the Site Editor screen. Props bronsonquick, sabernhardt, audrasjb, peterwilsoncc, adamsilverstein. Fixes #62971.
