In [59889] the REST API controllers were adjusted to perform less work when responding to HEAD requests. The WP_REST_Response body would now be `null`, which caused issues with filters that expected the response body to be an array.
This commit sets the response body to be an empty array when preparing the response instead. The body will still be discarded, but this provides better backward comppatibility with code that assumes an array will be used.

By default, the REST API responds to HEAD rqeuests by calling the GET handler and omitting the body from the response. While convenient, this ends up performing needless work that slows down the API response time.
This commit adjusts the Core controllers to specifically handle HEAD requests by not preparing the response body.

Introduces `wp_get_wp_version()` to get an unmodified value of `$wp_version` from `wp-includes/version.php`. Some plugins modify the global in an attempt to improve security through obscurity. This practice can cause errors in WordPress so the ability to get an unmodified version is needed.
Replaces instances within the code base in which `version.php` was required in order to get an unmodified value. `script-loader.php` is intentionally excluded from the replacements as the function is not always available to the file.

When various methods parameters in child classes were renamed to `$item` to match the parent class for PHP 8 named parameter support, most of the methods restored the more descriptive, specific name at the beginning for better readability, with several exceptions for methods consisting only of a few lines.
To avoid confusion about why some methods do that and some don't, this commit aims to bring more consistency to the code, specifically in list tables' `::column_default()` methods.

Adds pagination and ordering support to `WP_REST_Pattern_Directory_Controller` by allow listing `'per_page'`, `'page'`, `'offset'`, `'order'`, and `'orderby'` query parameters. This change enables pagination and ordering features in the pattern directory explorer by using the same sort as wordpress.org/patterns.

Patterns on the [https://wordpress.org/patterns/ Pattern Directory] can have keywords for better discoverability while searching. The way these are stored [69548ff1f0 was changed from a taxonomy to meta value], but the `/wp/v2/pattern-directory/patterns` endpoint was still pulling from that old value.
The correct property to use for this field is `meta.wpop_keywords`, which returns a single string with comma-separated keywords.

[53218] introduced a bug of a wrong response from the `wp/v2/pattern-directory/patterns` endpoint with a `slug` parameter. As the response is cached, it can result in an incorrect list of available patterns supported by the current theme.
This commit resolves by:
* Limiting the `slug` to an `array` in the query parameters.
* When set, parsing and sorting the slug(s) and then serializing the sorted query args as part of the hashed transient keys.

In each child and grandchild class, renames the first parameter to match the parent's method signature.
Why? PHP 8 introduces the ability to pass named arguments to function/method calls. This means the child and parent method signatures (i.e. parameter names) need to match.
Changes for readability:
- `@since` clearly specifies the original parameter name and its new name as well as why the change happened.
- In methods longer than a single line, the generic parameter is reassigned to the original parameter restoring it for context for use within the method. An inline comment is added to explain why this reassignment is made.
