The design changes to admin notices links in the admin refresh were applied broadly to `.notice, .error, and .updated` classes, but these classes are sometimes used outside the context of an admin notice.
Change selectors from `.notice a, .error a, .updated a` to `div.notice a, div.error a, div.updated a`.

In [62145], an `::after` CSS rule was added that caused an overflow, resulting in an unintended scrollbar always appearing on Windows OS for example. This changeset removes the related CSS rule which is unnecessary to fix the initial issue.

`line-height` values that were previously used to match the height of input fields affect the height of the background shown when text inside those fields is selected. Removing these `line-height` declarations allows the text selection highlight to render more naturally.
Additionally, update the height of the custom Date/Time format input fields on the General Settings screen to `32px` to align with the new design system.

The admin reskin changed info notices to a transparent background, matching usage in Gutenberg. But with the gray background in the core admin, these notices didn't show up in an expected manner. Additionally, using a transparent background in a context where the background color is variable is risky for color contrast.
Change `.notice-info`, `.notice-info.notice-alt`, and `.login .notice, .login .message` to use white backgrounds. Reverts changes from [61731] to apply styles also to `.message` class.

Remove the full border and box-shadow from notices, keeping only the 4px left border. Add semantic background colors to each notice type: green for success, yellow for warnings, red for errors, and transparent for info. Update border colors to match the design system tokens.
Restyle the dismiss button with a larger 24px icon, flexbox centering, and 2px border-radius. Replace the red hover color with a subtle opacity change and apply a theme-color focus ring. Increase dismissible notice right padding to accommodate the larger button.

Introduce a design system tokens file (`_tokens.scss`) based on the WordPress Design System, providing standardized values for colors, spacing, typography, border-radius, and elevation.
Update buttons to use CSS custom properties for theme color support across all admin color schemes. Restyle primary buttons with filled theme-color backgrounds, secondary buttons with outlined borders, and add a tertiary button mixin. Adopt Gutenberg-style focus rings with outset box-shadows and transparent outlines for Windows High Contrast mode compatibility.
Increase default input and select height from 30px to 40px, apply 2px border-radius, and update border and placeholder colors to match the design system. Restyle checkboxes and radios with filled theme-color checked states and white indicator marks, using outset double-ring focus styles consistent with Gutenberg.
Apply compact 32px sizing to list table controls, page-title-action buttons, and toolbar elements. Convert tag input layouts and the major-publishing-actions bar to flexbox.

`word-break: normal !important;` was added to Twenty Twenty in [46701], but the change missed getting propagated to all uses of the screen-reader-text class at that time.

In modern browsers the CSS `content` property provides alt text support for assistive technology in the form `display / alt text`. This introduces support for legacy browsers that do not support the new syntax.
CSS content properties take advantage of the CSS cascade and browsers ignoring values they don't understand by adding duplicate `content` properties in the form:

Modern browsers will use the second property, legacy browsers will use the first.

Plugin activation on the Plugins > Add New screen is performed using AJAX, no longer performing redirects. This means that users will not see a newly activated plugin's menu items, admin notices, or other UI elements until the user refreshes or navigates to another screen. Without adequate messaging and direction, users may be unsure of what to do next.
This shows an admin notice when a plugin is activated from its plugin card or modal, informing the user that the plugin was activated, and that some changes may not occur until they refresh the page.

Introduces a new "Requires Plugins" plugin header so that plugin developers can list the slugs of the plugins theirs depends on.
This will inform users of the requirements, and provide links to the WordPress.org Plugins Repository that they can click to install and activate the dependencies first.
Plugins whose requirements are not met cannot be installed or activated, and they will be deactivated automatically if their requirements become unmet.
Plugins that others rely on cannot be deactivated or deleted until their dependent plugins are deactivated or deleted.

When JavaScript is disabled, the Add Plugins screen's search button position was too high in comparison to the search text field. This fix reuses the CSS declaration to keep field and button aligned.
By targeting the `.no-js` class, the CSS specificity is not impacted when JavaScript is enabled.

The `{min|max}-device-pixel-ratio` syntax as a a non-standard CSS media feature that was used as an alternative to the now standard `resolution`. Prior to Safari 16.0, `-webkit-{min|max}-device-pixel-ratio` was needed to correctly support it.
This change is a result of the `caniuse-lite` update that was applied recently in [56065]. Though there were no changes to target browsers as a result of this update, it seems an upstream change identified these as unnecessary.
