Aaron Jorbin 04071eedea Update Twitter oEmbed URL. 
Twitter moved its preferred oEmbed URL for single Tweets from api.twitter.com to publish.twitter.com. They also are deprecating XML responses. 

Props niallkennedy.
Fixes #36197.
