Boone Gorges 74b6e1ba86 Taxonomy: Introduce get_term_parents_list(). 
This new function is a taxonomy-agnostic version of `get_category_parents()`.

Props keesiemeijer, SergeyBiryukov, rafaehlers.
Fixes #17069.
