Jeremy Felt a580793b82 Multisite: Introduce get_site_by(). 
`get_site_by()` is a replacement for `get_blog_details()` that uses `WP_Site_Query` to retrieve specific sites based on a given field and value.

Props flixos90, spacedmonkey.
Fixes #40180.
