Sergey Biryukov c8f6d05c64 Tests: Skip test_readme() if the HTTP request to secure.php.net or dev.mysql.com failed on timeout. 
Move `skipTestOnTimeout()` to `WP_UnitTestCase_Base` to avoid duplication.
